A new stage of urban planning emerged in Brazil in the 1950s, with the region as the object of planning. Planners began to recognize the international contribution to the institutionalization of planning and to the development of proposals for Brazilian cities, as well as the connection between planning and urban decentralization ideas. Therefore, the objective of this paper is to delineate the city model that was being proposed within regional scale plans as the result of international urban practices and ideas. Two examples of such plans are presented in this paper: the Regional Plan of Santos (1950) and the Basic Regional Plan for the Coastline of Parana State (1966). As a result of the international references incorporated into these plans, a mixture of urban principles can be identified in these territorial proposals. The regional city model is the predominant principle arising from these plans, derived from the association of two planning scales: urban and regional.

Many scholars argue that regional planning has lost its political significance and practical relevance in recent years. Based on a comparative analysis of formal regional planning in eight European countries, this study questions and nuances this view. It is concluded that the institutional conditions for regional planning are still extensive and have been adapted to changing contexts since the year 2000, but along different pathways across the analysed countries. The investigation highlights that multiple forms of planning regions have been incorporated in the planning systems through multipurpose planning instruments that have further added to the existing dynamic and diversified regional planning landscape across Europe.

This paper presents an integrative model for strategic local planning based on the concept of spatial capital. The model bridges the gap between vision and reality by stimulating actions that are directed at mitigating challenges to the vision. The model uses the concept of 'spatial capital,' which is based on the accumulated assets and capabilities of a region. In addition, 'development engines,' which are alternative macrostrategies designed to help achieve the major goals set by the plan's vision, are offered for use by the model. The developed model aims to achieve a better integration of the region's overall capital resources.

This paper starts from the premise that regional planning as it is known is now defunct and something that we need to get used to. Identifying those disruptive elements that have undermined traditional forms of institutionalized regional planning, it is argued that contemporary planning debates are too obsessed with the institutional planning frame and have become distracted from the changing content of the real-world picture. The aim in this paper is to reassert the purpose and values of planning by rediscovering the content, conceptualize multiple and fluid forms of planning frames, and reposition the planner as an orchestrator and enabler of planning regional futures.

Economic geographer Andres Rodriguez-Pose argued recently that declining peripheries are increasingly becoming 'places that don't matter' in the formation or implementation of national or European Union (EU) regional policies. In turn, this might result in a triumph of populist anti-establishment movements in peripheries, posing a threat to well-being in both the prospering and the declining regions. We argue that 'places that don't matter' also exist in Finland, a country that has a long tradition of regional policy and equalizing welfare schemes. Our focus is on administration rather than politics, however. We look at the Finnish peripheral regions of Kainuu and Lapland, discussing the practices of spatial planners, who influence and implement EU and national regional policies in these regions. We ask how strategic spatial planning in Kainuu and Lapland is affected by the revengeful and antagonistic attitudes towards the 'elites' who, allegedly, are not directing a sufficient amount of attention to the peripheries. We look at the planning practices and institutional settings within which they work from the perspective of agonistic planning theory, asking whether and how spatial planners can turn the antagonistic and potentially revengeful attitudes into productive forces that could positively affect spatial development in these regions.

In recent decades, we have witnessed a move towards a further protection of central urban cores through introduction of retail planning in Denmark. Recent changes in legislation have significantly changed these principles through a planning reform as proposed by the liberal government and adopted by Danish parliament in 2017. The change in legislation fits with a longer trend of liberalization of spatial planning in Denmark since the mid-2000s. 4th of June 2019 it was announced that the building of a high-rise tower and accompanying shopping district was put on hold by the developer. A project proposed for outside the town of Brande, which due to its radical appearance had caused a stir in architectural- and urban planning communities. Before the 2017 planning reform, such a project would be impossible due to the retail planning sections in the Danish planning act. This purpose of this article is to unfold the project in Brande, the change in legislation, which made it possible, and the precedence it sets for Danish urban planning. The change in planning legislation and practice is contextualized with a historical background for Danish urban planning, and the change in planning principles is set in an international- and theoretical context.

Problem, research strategy, and findings: Previous studies of the impact of scenario usage in regional planning have shown limited results: Municipalities may not follow recommendations of the regional plan, and regional agencies themselves may ignore unpopular contingent futures. Though helpful, studies on scenarios and their direct impact on local plans may overlook important but less noticeable ways in which scenario planning can shape local and regional planning practice. To address this gap, we investigated scenario planning processes in three U.S. metropolitan areas with varying types of regional planning agencies and different scenario planning histories. Our work involved a review of three regional plans, 52 local plans, and nine confirmatory interviews. We found that the normative and exploratory scenarios common in regional planning rarely influence local comprehensive plans, especially in suburban municipalities. However, we also found that the regional scenario plans influenced planning practices and norms across the regions in ways that did not appear in plan documents. Our findings suggest that regional scenario planning can help practitioners identify new challenges, creatively engaging the future and shaping regional agencies, but such outcomes require institutional coordination, potentially executed by the regional agency performing technical assistance. Takeaway for practice: Planners should consider how the groups that guide scenario plans can be de facto political bodies, advocating for better planning practices. To make the regional scenario plan effective at the local level, regional agencies should institutionalize local partnership building.

New regionalism encompasses a diversity of approaches to address regional planning problems. Within Australia, the Great Barrier Reef Water Quality Protection Plan was developed to enhance water quality within the World Heritage-listed Great Barrier Reef, and the plan gave responsibility to regional, natural resource management bodies to undertake several actions. This paper evaluates these initiatives in the light of the emerging theory of new regionalism and highlights six main lessons: up-scaling of the catchment approach to a reef-wide approach is essential in order to improve water quality, but must be complemented by cross-regional collaboration; new governance and institutional arrangements and strengthened partnerships must be effectively integrated; culture and history are important in determining the most effective management approaches; pilot projects must move to comprehensive and strategic implementation; science is important but needs to incorporate other branches of knowledge; and economic incentives are important in encouraging the implementation of best practices, but delivery needs to be flexible. We conclude that the new regional approach is appropriate for addressing complex, multi- scale problems such as water quality, and has incorporated several key principles of new regionalism, but that the process must move quickly to a higher level of commitment and application.

It is now widely accepted that integration is one of the central features of spatial planning, but do we really know why it has attracted this prominence, comprehend what dimensions of integration need to be considered, or appreciate the implications these may have for those engaged in delivering spatial planning in practice? This article aims to address these issues, and to develop a deeper understanding of both the theory and practice of integration by examining the relationship between spatial planning and health. Here, improved integration offers the potential to enhance the physical, social and mental well-being of individuals and communities. Drawing upon integration literature, Part 1 of the article establishes a framework for considering integration in spatial planning. Part 2 then explores how this framework can be used to examine current spatial planning practice with reference to work undertaken as part of the development of the new Regional Spatial Strategy for North West England. This concerned the linkage between regional spatial planning and health. The article concludes by reflecting on the value of the integration framework proposed, how it might be developed, and on some of the key practice challenges presented by the current focus on spatial planning in England and elsewhere.
